State Public Policy Initiatives
FORCE is engaged in a variety of state legislative initiatives, representing the unique needs of individuals with or at risk of hereditary cancer, including affordable access to genetic counseling and testing, high-risk “supplemental” cancer screenings, fertility treatments and cancer therapies, banning genetic discrimination, and more.
Alabama
High-risk prostate cancer screening
HB40/SB19 will require most health insurers to cover prostate cancer screening for men at increased risk with no copay, deductible or coinsurance.
Alaska
Breast screenings
HB148 will expand the current law covering supplemental and diagnostic breast imaging, adding biopsy and consultation to the list of services covered with no patient cost-sharing.
California
High-risk breast screenings and diagnostic imaging
AB1570 will require most health insurers to cover supplemental and diagnostic breast imaging (mammograms, MRIs and ultrasounds) with no patient cost-sharing based on National Comprehensive Cancer Network (NCCN) guidelines.
District Of Columbia
Fertility Services
B26-0486 will expand the fertility services provided under existing law to include oocyte cryopreservation (storage) for 10 years.
Florida
Genetic testing and high-risk screenings
SB1372 will require most health insurers to cover genetic testing for those with a personal or family history of cancer, and coverage of the associated NCCN guideline-recommended cancer screenings with no patient cost-sharing.
High-risk breast screenings
HB137 will require the state Medicaid program to cover a mammogram and one (1) supplemental breast screening each year for women ages 25-40 who are at increased risk of cancer (subject to the availability of funds).
Georgia
Fertility services
HB589 will extend coverage of fertility services, including preservation and IVF, to qualified Medicaid recipients.
Genetic testing and high-risk cancer screenings
HB420 will require most health insurers to cover genetic testing for those with a personal or family history of cancer, and coverage of the associated guideline-recommended cancer screenings with no patient cost-sharing.

HB588 will expand the current law to include at least three (3) egg retrievals with unlimited embryo transfers in accordance with the American Society for Reproductive Medicine or a comparable organization’s guidelines.
Hawaii

SB23 will update the current statute to require health plans that cover IVF to provide equitable coverage for all couples—including same-sex couples, transgender persons, and individuals, regardless of marital status—and extend coverage to include at least three (3) IVF cycles.
Illinois
Protections against genetic discrimination
SB0250 will prohibit life, long-term care and disability insurers from using genetic information when considering benefits, fees or coverage determinations.
Genetic testing and associated cancer screenings
HB3605 will amend current law by removing the $50 copay for genetic testing and eliminating patient cost-sharing for NCCN guideline-recommended high-risk, supplemental cancer screenings.
Indiana
High-risk breast screenings and diagnostic imaging
HB1112 will require that most health insurers cover supplemental and diagnostic breast imaging (mammograms, MRIs and ultrasounds) with no patient cost-sharing for certain women at increased risk of breast cancer.
Iowa
Fertility services
SF130 will require most health insurers to provide coverage for the diagnosis and treatment of infertility, including standard fertility preservation services and IVF.
Kentucky
Fertility services
HB20 will require most health insurers to cover at least two (2) cycles of in vitro fertilization (IVF), intrauterine insemination, and any other process using assisted reproductive technology.
High-risk breast screenings and diagnostic imaging
HB135 will revise the current statute, expanding coverage of supplemental and diagnostic breast imaging (mammograms, MRIs and ultrasounds) with no patient cost-sharing to include short-term, limited-duration and student health insurance plans.
Massachusetts
Protections against genetic discrimination
HD 5327 will prohibit life, long-term care and disability insurers from using genetic information when considering benefits, fees or coverage determinations.
Breast screenings and diagnostic imaging
HD4994 will revise the current law, expanding coverage of medically appropriate breast screenings (breast mammograms, MRIs and ultrasounds) and diagnostic imaging with no patient cost-sharing to include active or retired state employees.
Fertility preservation
H4554 will expand the current law to require most insurers and Medicaid to cover fertility preservation for individuals who need treatment or have a condition that may impair their fertility by surgery, radiation, chemotherapy, or other medical treatment.
Michigan
High-risk breast screenings and diagnostic imaging
HB5205 will require most health insurers to cover guideline-recommended breast screenings (breast MRIs, diagnostic mammograms, and breast ultrasounds) and diagnostic imaging with no patient cost-sharing.
Minnesota
Mississippi
Prostate cancer screening
SB2120 will require most health insurers to cover annual prostate cancer screening for men at increased risk of cancer, ages 40-49, and men age 50 or older at average-risk of cancer, with no copay, deductible or coinsurance.
Missouri
Genetic counseling and testing
HB1879 will require most health insurers to cover genetic counseling and multigene panel genetic testing for individuals assessed to be at an increased risk, with no patient cost-sharing.
Nebraska
Protections against genetic discrimination
LB338 will prohibit life, long-term care and disability insurers from using genetic information when considering benefits, fees or coverage determinations.
New Jersey
Prostate screening
S1796 will require most group health plans to cover prostate cancer screening for men over age 50, and men ages 40-49 with a family history of prostate cancer or other high-risk factors, with no copay, deductible or coinsurance.
New York
Fertility Services
S2619 will require coverage of IVF by individual insurance plans and remove the three-cycle limit on group health plan coverage of IVF.
North Carolina
Fertility services
HB744 will launch a 7-year pilot program that awards local universities (3 grantees) to provide fertility services to uninsured individuals and those whose insurance does not cover these services.
Ohio
High-risk breast screenings and diagnostic tests
HB271 makes changes to the current statute, adding diagnostic breast imaging, in addition to supplemental breast cancer screening, without patient cost-sharing. Also adds Medicaid to the insurers covered by the law.
High-risk prostate cancer screening
HB33 will require private/commercial health insurers to cover prostate screenings with no patient cost-sharing for individuals at increased risk.
Pennsylvania

S2032 will require that most health insurers cover supplemental breast screenings (mammograms, MRIs and ultrasounds) for individuals at increased risk of breast cancer and diagnostic imaging with no patient cost-sharing.

H5629/S691 will amend current law, expanding the eligibility criteria for fertility services, including fertility preservation, IVF and embryo transfer.
South Carolina
